The Arizona State Legislature considered legislation to regulate cryonics.
After much discussion, it seems that there is little risk at the present time
that Arizona will regulate cryonics. Thanks to all who contributed. Note that
Alcor, as a 501(c)3, cannot support individual candidates. However, individual
members, affiliates, supporters and friends are free to support those candidates
who support the rights of the individual to make their own choices about their
own lives -- including cryonics.
The following candidates ran “traditional” campaigns. That means they can accept
direct contributions within statutory limitations. Total donations are $26,670
(as of Friday September 24th 2004). Total donations per candidate are shown
in brackets, [$X,XXX].
- [$1,215] Representative
Bill Arnold (Republican, District 12, West Valley) – versus Representative
John Nelson and challenger Jerry Weiers. Arnold consistently supported our
position both in the House Health Committee and on the floor. This three way
race is a serious challenge as Weiers is the brother of Senator Weiers and
has run before in this district.
- [$1,570] Representative
Clancy Jayne (Republican, District 6, North Phoenix) – four way primary
including Representative Ted Carpenter. Jayne supported our position in all
floor action. The two challengers are both far right candidates.
- [$9,715] Representative
Linda Lopez (Democrat, District 29, Tucson) – light general
election opposition. Lopez led the fight in support of our position in the
House Health Committee and on the floor. She is likely to be in the Democrat
leadership again next session.
- [$1,135] Representative
Marion McClure (Republican, District 30, Tucson, Green Valley, Sierra Vista) – four way primary
including challenger Jonathon Payton (who supports our position and opposes
Alcor being regulated). McClure supported our position on the House floor
and is the only incumbent running in this district for the House.
- [$1,110] Jonathon
Payton (Republican, District 30, Tucson, Green Valley, Sierra Vista) – four way primary
including Representative Marion McClure. Payton has stated emphatically that
he would not support regulation of Alcor because he believes it is a personal
choice issue that the government has no business getting involved in.
- [$2,475] Representative
Phil Hanson (Republican, District 9, West Valley and Glendale) – three way including
Representative Bob Stump and Rick Murphy. Hanson vehemently supported our
position in the House Health Committee and on the House floor. Whether Stump
gets re-elected we need to protect Hanson.
- [$2,905] Representative
Michelle Reagan (Republican, District 8, and Scottsdale) – four way including
Representative Collette Rosati. Reagan strongly supported our position throughout
the session and in floor action in the House. Her district includes the Alcor
Life Extension Foundation’s headquarters.
- [$1,210] Thom Von
Hapsburg (Republican, District 7, North Phoenix, North Scottsdale, New River) – challenger for
an open seat in a four way race including incumbent Ray Barnes who voted against
our position on the floor. Von Hapsburg has stated emphatically that he would
not support regulation of Alcor because he believes it is a personal choice
issue that the government has no business getting involved in.
- [$2985] Senator
Carolyn Allen (Republican, District 8, Scottsdale) – two way with
Robert Ditchey. Senate Health Committee Chair Allen’s district includes the
Alcor Life Extension Foundation’s headquarters. Allen declared in the media
that had the Stump bill been assigned to her committee that she would not
hear it. She continues to be a staunch opponent to Alcor regulation. Ditchey
ran for the House two years ago and poses a serious challenge.
- [$2,350] Senator
Barbara Leff (Republican, District 11, North Phoenix and Paradise Valley) – two way general.
Despite being an acknowledged “mentor” to Stump, Leff recognized quickly that
the legislation was severely flawed and required serious consideration before
it could be considered. She will likely continue in her position as Senate
Commerce Committee Chair.
- [$0]Senator Bill Brotherton (Democrat, District 14, West Phoenix)
- Brotherton is the ranking Democrat on the Senate Judiciary Committee, another
possible target for consideration of regulatory legislation. He is supportive
of the Alcor mission and opposes regulation by the Funeral Board and is not
convinced that regulatory legislation is needed at all.
- [$0]Senator Gabby Giffords (Democrat, District 28, Central Tucson)
- Giffords is a close ally of Representative Linda Lopez and likely would
have been our point person in the Democrat caucus had the Stump bill progressed
to committee and floor action. Although she did not have primary opposition
she does have serious general election opposition as she represents a marginal
Democrat district.
- [$0]Senator Jack Brown (House Candidate, District 5,
East North Central Arizona) - The current Senate Minority Leader is
termed out of the Senate and is running for the House in this marginal district.
Brown is an ally of Representative Linda Lopez and Senator Gabby Giffords
and would support Alcor's mission should legislation again be introduced in
the House.
To make a contribution to the preceding
candidates, write a check for up to a maximum of $280 per candidate (a husband
and wife can each write a separate check for up to $280 per candidate, their
two checks totalling up to $560 per candidate) payable to the candidate's campaign
committee. For example, a check for Linda Lopez's campaign should be made payable
to the "Linda Lopez Campaign Committee." Checks to other candidates
should be made out in the same way. All checks should be mailed to Barry Aarons
at 331 North First Avenue, Suite 250, Phoenix, AZ 85003. Barry will consolidate
the checks for each candidate and pass them along to their campaign.
Note that an individual cannot contribute
an aggregate of more than $3,600 per year. Further, contributions can only be
made by US citizens.
The following candidates are publicly funded; they may not accept
direct contributions (beyond a small initial seed money amount). However,
Alcor members, affiliates, supporters and friends should consider offering some
level of support in the possible form of independent activities which could
include a mailing by Alcor members or some media ads in appropriate locations.
Note, however, that independent expenditure campaigns require significant notification
provisions and disclosure provisions. Please contact Barry M. Aarons (baarons@aaronsco.com)
for further information.
- Representative Russell
Pearce (Republican, District 18, Mesa) – six way primary
including Senator Mark Anderson. Pearce voted for our position in floor action.
He will likely win his primary.
- Representative
Cheryl Chase (Democrat, District 23, Pinal County) – three way primary
including Representative Ernesto Bustamonte and Senator Peter Rios. Chase
held to her support for our position in the House Health Committee and in
floor action despite being disturbed by the volume and tone of emails. Since
that time she has reaffirmed her support of our position. This is a priority race!
- Representative
Steve Gallardo (Democrat, District 13, South Central Phoenix) – five way with
no other incumbent. Gallardo supported our position in floor action and has
stated emphatically that he would not support regulation of Alcor because
he believes it is a personal choice issue that the government has no business
getting involved in. This is a priority
race!
- Representative
Leah Landrum-Taylor (Democrat, District 16, and West Central Phoenix) – five way including
Representative Ben Miranda. A member of Democrat leadership, Landrum supported
our position in House floor action.
- Kyrsten Sinema
(Democrat, District 15, Central Phoenix) – three way including Representative
Wally Straughn who railed against us in floor debate. While defeating Straughn
is a long shot Sinema polled well in 2002 as a Green Party Candidate and is
now running as a Democrat. We have yet to interview her but assuming she supports
our position we should consider activity in this district.
- Representative
Dave Bradley (Democrat, District 28, Tucson) – three way including
Representative Ted Downing who railed against us in floor debate. Bradley
supported our position in the House Health Committee and on the floor in support
of Linda Lopez’ position. It is important that he be re-elected. This is a priority race!
